테라데이터의 수석 부사장 겸 CIO인 에리카 하우셔는 다른 경영진처럼 3개년 로드맵을 프로젝트 계획과 업무 논의용 도구로 활용해 왔다. 하지만 장기 로드맵의 가치가 점차 줄어들면서, 하우셔는 이제 더 짧은 기간의 계획으로 팀을 이끌고 있다.하우셔는 “프로그램 수준에서 구체적으로 실행할 업무를 파악하고, 12~18개월 계획으로 이를 어떻게 추진할지 결정한다. 계획에는 유연성이 있어야 한다. 이는 연간 사업 포트폴리오에 초점을 맞춘다는 의미다. 그 이후의 기간은 전략적인 태도로 접근한다. 실제로 무엇을 어떻게 실행할지는 시간이 지나면서 변화할 수 있다는 점을 알기 때문이다”라고 설명했다.하우셔처럼 많은 기업과 경영진이 지난 수십 년간 장기적인 미래를 계획해 왔다. 5개년 사업 계획, 3개년 로드맵 등을 통해 조직이 도달할 목적지와 방향성을 제시하는 전략이 유효했다. 많은 CIO도 IT 부서에 이런 접근 방식을 도입했다. 하지만 급속한 기술 발전과 시장 변화로 인해 일부 CIO는 기존 관행을 포기하고 있다. 혁신 기술이 하룻밤 사이에 등장하는 상황에 3개년 계획이 무의미하다는 판단에서다. 이들은 더 짧은 로드맵이 부서를 이끄는 올바른 방법이라고 보고 있다.웨스트먼로(West Monroe)의 자문 및 혁신 사업부 매니징파트너인 마크 타노위츠는 “기존 로드맵에는 구축 및 운영 업무, 시간에 따라 구현될 기능에 대한 계획이 상세하게 담겨 있었다. 하지만 이제는 아니다. 3개년 로드맵이 완전히 끝났다고 보진 않지만, 성격이 달라졌다”라고 언급했다.단기 목표에 집중하기이반티(Ivanti)의 CIO 밥 그라지올리도 3년이라는 기간을 포기했다. 그는 “기술 변화 속도가 빨라지면서 IT 로드맵은 이제 2년을 넘지 않지 않는다. 이를 통해 IT 계획의 유연성과 적응력을 확보할 수 있다”라고 말했다.서비스나우의 최고 디지털정보책임자인 켈리 로맥의 경우 회사의 로드맵 표준인 2년 또는 3년에 맞춰 계획 기간을 설정하고 있다고 말했다. 회사의 전반적인 미래 전략을 지원하면서도 여정 중에 조정할 수 있는 유연성을 제공한다는 설명이다.로맥은 “2~3년은 ‘원대한’ 전략을 수립하면서도 민첩성을 유지할 수 있는 최적의 기간이다. 이를 통해 가능성의 한계를 넓힐 수 있다. 오늘날 기술 변화 속도는 어느 때보다 빠르며, IT 리더는 지금 앞을 내다보지 않으면 크게 뒤처질 수 있다”라고 설명했다.이어 그는 “생성형 AI 같은 일부 변화는 가치 창출이 빠르다. 이런 영역에서는 장기 전략으로 나아가는 동시에 신속하게 구현하고, 반복하며 개선해야 한다. 반면 복잡한 부서 간 협업, 투자, 기술 향상이 필요한 영역은 시간이 더 많이 걸릴 수 있다”라고 조언했다.포레스터 리서치(Forrester Research)의 부사장 겸 수석 애널리스트인 바비 캐머런은 기업의 IT 로드맵 기간이 다양하다고 말했다. 산업 내 변화 속도, 조직 목표, 로드맵에 포함된 프로젝트와 시스템 등 여러 요인에 따라 일부 IT 조직은 더 긴, 일부는 더 짧은 계획이 유리할 수 있다.하지만 캐머런은 포레스터의 연구를 언급하며 고성과 IT 조직이 3개년 로드맵을 포기하고 2년 이하로 전환 중이라고 밝혔다. 이들 조직은 기술과 비즈니스 환경의 변화를 반영하기 위해 최소 분기별로 로드맵을 업데이트하고 있다.또한 연구에 의하면 3년 이상의 로드맵을 따르는 IT 조직에서 일반적으로 대응력과 지원 능력이 부족할 수 있다고 캐머런은 언급했다. 안정적인 비즈니스 운영이 가능하더라도 조직이 경쟁 우위를 얻거나 혁신하기는 어렵다는 설명이다. 캐머런은 “3~5년 전략을 수립한다는 이들은 비즈니스 전략에 큰 변화가 없다고 말하는 것”이라고 주장했다.여전히 중요한 로드맵일부 경영 자문가와 경험 많은 CIO는 로드맵이라고 부를 수 있든 없든, 1년이든 그 이상이든 IT 방향을 설정하는 작업이 여전히 필요하다고 말했다. 액센추어(Accenture)의 기술 전략 및 자문 사업부 매니징디렉터인 제니카 맥휴는 “로드맵은 여전히 방향성과 목표를 제시하고 도달 방법을 안내하는 유용한 도구”라고 설명했다. 그는 이런 도구가 없다면 CIO가 조직에 필요한 기능을 적절한 시기에 일관되게 제공할 수 없을 뿐만 아니라 IT를 최적의 발전 상태로 이끌 수 없을 것이라면서, “목표나 성과가 없다면 어딘가로는 가겠지만, 특정 목적지에 도달하기는 어렵다”라고 진단했다.맥휴에 따르면 로드맵은 또한 CIO가 경영진 동료, 이사회 구성원, 직원 등 여러 이해관계자를 관리하는 데도 유용하다. 어떤 작업이 언제 완료될지에 대한 기대치를 설정할 수 있기 때문이다. CIO는 진행 상황과 이정표를 설정해 적절한 속도로 올바른 방향을 향해 나아가는지 확인할 수 있다. 맥휴는 “로드맵은 대화를 만들어내고, 모든 사람이 무엇을 해야 하는지, 어떤 작업을 우선시해야 하는지, 어떤 작업이 목표 달성에 도움이 되지 않는지 알 수 있도록 돕는다”라고 설명했다.맥휴는 로드맵이 전혀 없는 IT 부서와 일해본 경험을 언급하며 “매우 반응이 느렸다. 가야 할 방향을 몰라 두더지 잡기 게임처럼 항상 뒤쳐졌다”라고 말했다.그 중요성을 강조하는 만큼 맥휴는 다른 CIO와 협력할 때 로드맵을 설정하고 이를 조직 전체 전략과 연계하고 있다. 기간은 3년을 고수하지만, 연도별로 포함되는 세부 사항은 각각 다르게 구성한다.가령 로드맵의 첫해 계획에는 월별 활동, 이정표, 몇 달 동안의 추가 사항을 상세하게 담는다. 하지만 90일 이후에는 세부 사항을 줄이고, 2~3년차에는 개괄적인 계획만 포함시킨다. 맥휴는 다년 로드맵의 문제가 앞을 내다보는 것 자체가 아니라 너무 구체적이라는 데 있다고 말했다. 그는 “인간은 미래 예측에 서툴다. 따라서 너무 많은 세부 사항을 포함하면 정확도에 문제가 생길 수 있다”라고 설명했다.이런 이유에서 맥휴는 CIO가 2~3년 앞을 내다볼 경우 비전을 간소화하라고 조언했다. 그 이상의 기간을 정확하게 예측하기란 불가능하기 때문이다. 그는 “3년을 넘어서면 거의 허구를 만들어내는 수준에 가깝다”라고 덧붙였다.이와 더불어 그는 로드맵을 정기적으로 조정할 것을 권장했다. 그는 30일마다 로드맵을 재검토해 향후 90일간의 계획을 평가하라면서, “로드맵이 변화에 유연하게 대응할 수 있도록 구축돼 있는지 확인해야 한다”라고 말했다.비즈니스 중심 접근전문가들은 IT 로드맵의 유연성과 기간이 고려해야 할 여러 요소 중 일부일 뿐이라고 언급했다. 로드맵이 조직의 전체 전략과 얼마나 잘 연계돼 있는지가 더 중요할 수 있다는 의견이다.맥휴는 “IT 부서가 독립적으로 로드맵을 설정하는 경우가 있다. 그러면 로드맵 자체에 문제가 없더라도 IT 계획이 비즈니스의 목표와 어떻게 연계되는지 설명하기 어려운 상황에 처할 수 있다”라고 말했다. 이런 경우 “CIO가 로드맵으로 돌아가 비즈니스 목표와 이정표에 대해 논의하고, 이를 비즈니스 전략과 어떻게 연계할 것인지 고민해야 한다”라고 그는 설명했다.이반티의 그라지올리는 CIO들이 점점 더 비즈니스 중심 접근 방식을 취하는 추세라고 전했다. 그는 “장기 IT 로드맵은 여전히 존재하지만, 중심이 기술에서 비즈니스로 옮겨갔다. 이 변화는 CIO가 전체 경영진과 협력하고 CEO와 소통하면서 IT 계획과 투자가 전체 비즈니스 목표와 일치해야 한다는 요구 사항 때문이다”라고 설명했다.그는 또한 “잘 계획된 IT 로드맵은 IT 자산 개선에만 초점을 맞추지 않고 비즈니스 중심의 성과에 집중하면서 비즈니스 요구 사항을 IT 우선순위에 반영할 것”이라고 말했다.로맥 또한 IT 로드맵에 비즈니스 목표를 반영하고 있다고 언급했다. 그는 CIO가 계획 설정 시 3가지 관점을 담아야 한다고 제안했다.그에 따르면 첫 번째 관점은 비전 계획이다. 로맥은 “2~3년의 관점에서 비즈니스를 다음 단계로 발전시키 위한 핵심 전략을 선택하고 이를 세밀하게 조정한다. 예를 들어 장기적으로 AI 중심 조직이 되겠다는 비전이 있다면 이를 달성하기 위해 전사적으로 역할, 도구, 교육을 재구상하는 다년간의 전략이 필요하다”라고 말했다.두 번째는 연간 계획이다. 로맥은 “2~3년 로드맵이 있다고 해서 업무가 끝나지 않는다. 분기별 또는 더 자주 검토해 학습한 내용을 적용해야 한다.
